[XForms] CygwinX maximize/restore for fixed size form

I'm porting an application using xforms to CygwinX (default 
installation). Although the application window is given  fixed size 
(fl_show_form with place=FL_PLACE_CENTER) a maximize/restore button is 
displayed. In Linux (SUSE, RedHat) I only get the minimize and close 
buttons.

Any help is appreciated.
