This is intentional. It avoids the necessity of including the GL
libraries for non-OpenGL applications.
I've depended on the ConfigureNotify event ever since I started using
XForms, close to 10 years ago now. It's always worked for me.
Can someone *please* provide a minimal piece of test code which
exhibits the problem?
