Either parse and edit the argument list before you pass it to
fl_initialize() or use a different flag. You may notice that the
program coughs up something like

FORMS Library Beta 0.86.1 of 1997/04/18 06:04:08 N
Copyright (c) 1996,1997 by T.C. Zhao and Mark Overmars

when you use the -f parameter. It would seem to be an undocumented
command line option (at least I couldn't find it documented anywhere)
to display the current forms version.
